De Leon has struggled with injuries, which is a shame because he was once considered a top pitching prospect. Now 27, De Leon figures to compete for a spot in Cincinnati's bullpen in 2020. He is a good pickup for a modest price.

What does it give the Tampa Bay Rays
The Rays needed to move De Leon out in order to make room on their 40-man roster for other prospects. So, they took the best deal available here. Unfortunately, Tampa Bay never got to see the very best of De Leon due to injury.

Fantasy impact
De Leon has dark horse appeal heading into 2020. It may be a tad premature to think of him as a late-round draft option but he might become an in-season pickup or early-season waiver wire stash. Do not forget about him, so monitor his progress in spring training.
