The Padres begin 2021 with a plethora of pitchers on the Injured List, so it makes sense to add bullpen depth here in the form of Norwood, 27. He should see some time in San Diego at some point this season.
What does it give the Chicago Cubs
The Cubs recently designated Norwood for assignment, so they did well to get back a future asset in Valdez, a reliever with modest upside. Still, this is a decent move for Chicago.
