Hoyer is the favorite to win the backup job to Jimmy Garoppolo (foot) and will be part of the team's quarterback rotation at OTAs, Tashan Reed of The Athletic reports.
The Raiders signed Hoyer to a two-year contract Tuesday, Field Yates of ESPN reports.
Blessed with a solid overall set of tools: has strength, accuracy and solid overall mobility. Has a nice touch on short throws. Sizes up the defense well. Can hit the deep ball fairly regularly. He's not much of a scrambler and his instincts out of the pocket to create plays aren't polished. Consistency and reliability are also big issues.
Long Range Potential: Solid (if unspectacular) starting quarterback.
